Hidroituango another landslide crisis at a hydroelectric dam Over the last few days another landslide crisis has occurred at a hydroelectric dam site, this time at the large Hidroituango project in Colombia. This is a very large embankment dam being built across the Cauca River near to Ituango in Antioquia Department. The dam, estimated to cost $ billion, was due to be completed this year. When operational it will generate 17% of the electricity demand of Colombia. The dam is 225 m high. The present landslide crisis is a little difficult to understand as media reports are somewhat confused. The best narrative appears to be in this news report in Spanish, which seems to suggest that- In 2014, Empresas Públicas de Medellín EPM responsible for the dam diverted the Cauca River through two tunnels, each with a diameter of 14 m, to allow construction of the dam. Earlier this year, as filling of the lake began, the water was diverted to a further, larger tunnel 200 m upstream from the first two. The original tunnels were plugged with concrete. Unfortunately, three landslides occurred at the site between 28th April and 7th May. These landslides blocked the flow of water, and the lake started to fill to a dangerous level. Concerns started to be expressed that the lake might overtop the dam, triggering collapse. Correction it is now clear that the tunnel was blocked by a collapse event that propagated to the surface to generate a crater, rather than a conventional landslide. The blockage of the tunnel started to cause the water level in the dam to rise, and evacuations were initiated. To try to manage the risk, EPM attempted to dynamite the seals from the original two tunnels. However, progress was to slow, leading to the decision on 10th May to drain the lake through the powerhouse, causing considerable damage. But, on 12th May the main tunnel naturally unblocked, releasing a large volume of water that caused extensive flooding downstream. There is a strange video online that appears to show an explosive release of water at the site, and a further severe release, apparently at a different location. . There is dramatic footage showing the downstream flooding caused by the release of the water- . It appears the tunnel then resealed naturally, causing a further impoundment of water. Latest reports seem to indicate that about 7000 people have been evacuated, whilst EPM are mitigating the risks. It appears that the priority is to complete the construction of the crest of the dam, which would allow the use of the spillways to control the flow. I have noted previously that landslide risks are not being managed adequately at many large hydroelectric construction projects. This would seem to be yet another example.

Apr 11, 2019 Kementerian Dalam Negeri ditugaskan untuk menghitung besaran tarif atas dan tarif bawah harga baku air minum sebagai pedoman bagi Perusahaan Daerah Air Minum PDAM. Menteri Pekerjaan Umum dan Perumahaan Rakyat Basoeki Hadimoeljono mengatakan bahwa acuan tarif batas dan tarif bawah harga air baku per wilayah diharapkan mampu mendorong pertumbuhan bisnis perusahaan daerah air minum PDAM. Dalam rapat yang dipimpin Wakil Presiden Jusuf Kalla itu, Kemendagri nantinya akan menghitung besaran tariff yang dinilai menguntungkan bagi kelangsungan PDAM dan tidak memberatkan masyarakat. "Tadi [dalam rapat yang dipimpin Wakil Presiden Jusuf Kalla] diperintahkan kepada Kemendagri untuk menghitung berapa tarif bawah dan tarif atas per wilayah sehingga menjadi pegangan. Sehingga harga [air baku di pelanggan] tidak imajinasi. Tiap daerah beda-beda. Kemendagri sudah ada kajian itu. Sudah ada aturan [soal bisnis PDAM] tapi belum ada tarif bawah dan atasnya. Sehingga nantinya setiap ada program [penyediaan air bersih] bisa dihitung dari situ," kata Basuki di Istana Wakil Presiden Jakarta, Senin 8/4/2019. Selain menetapkan batas atas dan batas bawah harga jual air bersih, Basuki menyebutkan pemerintah juga akan memberi dorongan agar pemerintah daerah dapat melakukan penyertaan modal bagi PDAM di wilayahnya masing-masing. Basuki yang disebut oleh Presiden Joko Widodo sebagai Daendels Zaman Sekarang itu menjelaskan pembenahan akses air bersih bagi masyarakat merupakan bentuk investasi pemerintah. Saat ini disejumlah wilayah, akses air bersih harus ditebus dengan harga sangat mahal. "Tadi menjadi dasar pemikiran air PDAM satu meter kubik itu sekitar Kalau yang di Warakas, Jakarta Utara misalnya pakai gerobak itu per kubik, atau air minum dalam kemasa, itu bisa Rp6 juta per meter kubik. Ini yang jadi pemikiran kita berapa konsumsi masyarakat yang habis disitu," katanya. Bambang Brodjonegoro, Menteri Perencanaan Pembangunan Nasional menuturkan pemerintah daerah juga didorong untuk memberikan modal tambahan kepada PDAM. Modal kerja tambahan ini terutama untuk wilayah dimana perusahaan air minumnya menetapkan tarif jauh di bawah keekonomiaan sehingga dapat melakukan investasi baru. "Kami melihat sekarang anggaran daerah untuk air itu hanya 0,3% dari APBD mereka, DAK yang mereka ajukan mengenai air juga sangat kecil. Ini artinya kebanyakan daerah belum mempunyai akses air bersih yang layak, dan itu karena air bakunya tidak tersedia atau pipanya yang tidak sampai. Jadi kita ini berbicara bukan daerah per daerah ini semua daerah di Indonesia," katanya. Bambang menyebutkan upaya peningkatan kelayakan pada bisnis air bersih ini sangat mendesak dilakukan karena masih tingginya tingkat kebocoran air baku di seluruh Indonesia. Berdasarkan data yang dimiliki, tercatat 33% air terbuang percuma akibat beragam permasalahan seperti pencurian hingga pipa bocor yang tidak tertangani. Barubaru ini, PDAM memberlakukan tarif baru bagi pelanggan. Per 1 September tarif rumah tangga 1 (R1) menjadi Rp 4.000/meter kubik. Ditetapkannya tarif baru tersebut juga bukan sembarangan. Pihak PDAM telah menyesuaikannya dengan Perundang-undangan yang berlaku yakni Permendagri nomor 31 tahun 2017.
TARAKAN - Gubernur Kaltara mengeluarkan aturan terbaru mengenai tarif batas atas dan tarif batas bawah pemakaian air bersih PDAM. Ini diatur dalam SK Nomor tentang Tarif Batas Atas dan Tarif Batas Bawah BUMD Penyelenggaraan Sistem Penyediaan Air Minum Dalam Wilayah Provinsi Kaltara yang ditetapkan pada tanggal 16 November 2021, dan akan diberlakukan mulai 1 Januari 2022 mendatang. Dikatakan Dirut Perumda Tirta Alam PDAM Kota Tarakan, Iwan Setiawan mengatakan, dalam SK Gubernur tersebut Gubernur Kalimantan Utara, Zainal Arifin Paliwang menetapkan tarif untuk Kota Tarakan yakni Rp untuk Tarif Batas Bawah dan Tarif Batas Atas sebesar Rp per meter kubik. Sehingga dana-dana yang selama ini buat PDAM bisa dialihkan untuk kegiatan yang lain seperti membangun fasilitas umum, fasilitas jalan, fasilitas kesehatan dan fasilitas lainnya. "Kalau hitungan BPK itu Rp sekian. Nah kita masih hitungan dulu. Tarif wajar untuk Tarakan kan berapa gitu. Sampai sekarang kan masih ada dijual Rp per meter kubik. Dan ibu rumah tangga Rp per meter kubik," ujarnya.
